Nurse Licensure Board Exam Result May 2015

The Professional Regulation Commission (PRC) announced Tuesday that 9,707 out of 17,891 passed the Nurse Licensure Examination given by the Board of Nursing in the cities of Manila, Bacolod, Baguio, Cabanatuan, Cagayan de Oro, Cebu, Dagupan, Davao, Iloilo, Laoag, Legazpi, Lucena, Pagadian, Tacloban, Tuguegarao and Zamboanga last May 2015.

Pursuant to Section 16, of Republic Act No. 9173, “all successful candidates in the examination shall be required to take an oath of professional before the Board or any government official authorized to administer oaths prior to entering upon the nursing practice”.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be announced later. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete name tag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018. Successful examinees should personally register and sign in the Roster of Registered Professionals.

PhilHealth expands yearly dialysis coverage

The Philippine Health Insurance Corp. (PhilHealth) will now cover more hemodialysis sessions for those with kidney diseases to lessen the financial burden of its members and dependents.

PhilHealth president and chief executive officer Alexander Padilla said that coverage for hemodialysis will be expanded from 45 to 90 sessions per year. From the previous case rate amount of P4,000, it was reduced to P2,500 per session to increase the number of session per year to 90.

The PhilHealth approved the expansion due to the increasing incidence of kidney diseases in the country.  According to the World Health Organization, kidney diseases ranked 8th among the top 10 causes of death in the Philippines and 15,900 Filipinos died due to kidney diseases alone.

The adjusted PhilHealth coverage of P2,500 per session includes payment for facilities and professional fees of attending physicians. PhilHealth members and their dependents can avail themselves of this benefit at accredited free standing dialysis centers and hospitals nationwide.

Senate bill requires additional learning in professional license renewal

From the proposed Continuing Professional Development (CPD) Act of 2015,  Filipino professionals may soon be required to take additional formal and non-formal learning before they can renew their licenses and identification cards.

CPD is the inculcation of advanced knowledge, skills, and ethical values in a post-licensure specialization or in an inter- or multi-disciplinary filed of study, for assimilation into professional practice, self-directed research and/or lifelong learning. “The CPD is hereby made as a mandatory requirement in the renewal of the Professional Identification Cards of all registered and licensed professionals under the regulation of the PRC,” the bill states.

According to Senator Antonio Trillanes IV, the proposed law aims not only to strengthen government efforts towards CPD but likewise enhances the competencies of professionals to respond to the standards of international labor markets.

“[It will help in] strengthening the Filipino workforce and producing highly-competent professionals, who are considered as our country’s best asset due to their leading role in national growth and prosperity,” Senate President Franklin Drilon added.

Under Senate Bill 2581, all government agencies and private organizations employing professionals will be required to include CPD as part of their human resource development program. The proposed law also creates a CPD Council in each of the regulated professions, which shall be under the supervision of the respective Professional Regulatory Boards (PRBs). Part of the CPD Council’s functions is to evaluate and monitor the implementation of CPD programs, and conduct researches for the international alignment of CPD programs.

If you crave for a meat or hard and crunchy foods, you may be feeling angry. If you crave for sugar or sweets, you may be feeling depressed. If you crave for soft, sweet foods like ice cream then tou may be feeling anxious. If you crave for salty foods, you may be feeling stressed. If you crave for bulky and filling foods (crackers or pasta), you may be feeling lonely, sexually frustrated. If you crave for anything and everything then you may be feeling jealous.

I don’t have the data on hand on what is their basis on this research or whom specifically are the subjects of the research. But based from my personal experience these analogy seems to be somehow accurate.

Home remedy for Melasma

MelasmaMelasma is a skin disease which is usually seen in pregnant women and uncommon in men. It is a patchy brown, tan, or blue-gray facial skin discoloration. It usually appears on the upper cheeks, upper lip, forehead and chin. It is thought to be related to prolonged external sun exposure, use of birth control pills and internal hormonal changes due to pregnancy.

 

Home Remedy

  1. Drink lots of water
  2. Exfoliate your face regularly. Use a scrub 3-4 times a week to remove old, darker skin.
  3. Avoid refined sugar and heavy carbohydrates.
  4. Use a hogh SPF sunscreen daily and aboid excessive sun exposure.
  5. Eat lots of high anti-oxidant foods like blueberries, blackberries, and red grapes.

These are just home remedy to treat or avoid melasma. It is still advisable to consult your dermatologist and obstetrician if you are pregnant. If severe symptoms persist, please consult your physician immediately.

AMPUTATION

Due to cell death caused by diabetes, its complication is usually non-healing wound. Especially in the lower extremities. If not properly managed or treated could lead to amputation.

BLOOD SUGAR

The blood sugar concentration or blood glucose level is the amount of glucose (sugar) present in the blood of a human or animal. The body naturally tightly regulates blood glucose levels as a part of metabolic homeostasis.

CARBOHYDRATES

Carbohydrates are one of the main nutrients in our diet. They help provide energy for our body. People with diabetes often need to count the amount of carbohydrates they eat.

DIET

Proper and balanced diet is advised to patient diagnosed and with risk of diabetes.

EXERCISE

Physical activity and keeping a healthy weight can help you take care of your diabetes and prevent diabetes problems. Physical activity helps your blood glucose,* also called blood sugar, stay in your target range.

FAMILY HISTORY

An individual with family history of Diabetes are most likely at high risk of having diabetes as well.

GLAUCOMA

Diabetic eye disease comprises a group of eye conditions that affect people with diabetes. These conditions include diabetic retinopathy, diabetic macular edema (DME), cataract, and glaucoma.

HYPERTENSION

Many people with diabetes also have high blood pressure. If you have heart, eye, or kidney problems from diabetes, high blood pressure can make them worse. 

INSULIN

Insulin helps keep blood glucose levels on target by moving glucose from the blood into your body’s cells. Your cells then use glucose for energy.

JANUVIA

This type of pill lowers your blood glucose by helping your body make more insulin when it’s needed, especially right after meals. It also helps keep your liver from putting stored glucose into your blood.

KIDNEY DISEASES

Diabetes is the most common cause of kidney failure, accounting for nearly 44 percent of new cases. Even when diabetes is controlled, the disease can lead to CKD and kidney failure. Most people with diabetes do not develop CKD that is severe enough to progress to kidney failure.

Lantus® is a long-acting insulin used to treat adults with type 2 diabetes and adults and pediatric patients (children 6 years and older) with type 1 diabetes for the control of high blood sugar.

METABOLIC SYNDROME

Metabolic syndrome, also called insulin resistance syndrome, is a group of traits and medical conditions linked to overweight and obesity that puts people at risk for both CVD and type 2 diabetes.

NEUROPATHY

Diabetic neuropathies are a family of nerve disorders caused by diabetes. People with diabetes can, over time, develop nerve damage throughout the body.

ORAL GLUCOSE TOLERANCE TEST

The oral glucose tolerance test (OGTT) measures the body’s ability to use a type of sugar, called glucose, that is the body’s main source of energy. An OGTT can be used to diagnose prediabetes and diabetes. An OGTT is most commonly done to check for diabetes that occurs with pregnancy (gestational diabetes).

PERIPHERAL NEUROPATHY

Peripheral neuropathy, also called distal symmetric neuropathy or sensorimotor neuropathy, is nerve damage in the arms and legs

REGULAR INSULIN

Regular insulin includes regular human insulin also known as human insulin (regular) and is a short acting insulin. The two most common brand names are Humulin R and Novolin R. It is primarily used to treat high blood sugar levels in conditions like diabetes mellitus.

SITAGLIPTIN

Treating type 2 diabetes in patients who cannot control blood sugar levels by diet and exercise alone. It is used along with diet and exercise. It may be used alone or with other antidiabetic medicines.

TRIGLYCERIDES

Elevated triglyceride levels are a component of metabolic syndrome, a group of disorders that increase your risk of heart disease, stroke, and type 2 diabetes.

URINARY INCONTINENCE

Dysfunctions of urination have long been known as a problem associated with diabetes, although the literature on the subject is limited. Also called cystopathy, the neurogenic bladder is considered a form of autonomic neuropathy. It begins with selective damage to autonomic afferent nerves, leaving motor function intact but impairing the sensation of bladder fullness and, therefore, resulting in decreased urinary frequency.

VILDAGLIPTIN

Vildagliptin (previously LAF237, trade names Galvus, Zomelis,) is an oral anti-hyperglycemic agent (anti-diabetic drug) of the new dipeptidyl peptidase-4 (DPP-4) inhibitor class of drugs. Vildagliptin has been shown to reduce hyperglycemia in type 2 diabetes mellitus.

How to Renew Expired IV Therapy License

February 2016, Association of Nursing Service Administrators of the Philippines (ANSAP) issued a resolution requiring IV therapy Nurses with expired IV therapy cards to take wither refresher course or repeat the entire IV therapy training program.

The Board of ANSAP resolved to require nurses renew their IV therapy card subject to the following conditions or requirement for renewal.

  1. IV therapy nurses with expired IV therapy cards for 4 years or more shall be required to take entire IV therapy training program under the ANSAP Standards of IV Therapy.
  2. IV therapy nurses with expired IV therapy cards for less than 4 years shall be required to take only the refresher course consisting of a 3 day updates on IV therapy provided they are practicing nursing continuously.
  3. IV therapy nurses shall renew their IVT cards shall provide documents prior to renewal of their ANSAP cards. ANSAP shall require proof of evidence of 3 day basic IV therapy and the applicants must declare institution where he/she took the 3 day basic IV therapy program and the date of attendance.

This resolution took effect starting February 17, 2016.

Norovirus outbreak hits Zamboanga City

An outbreak of norovirus, also known as he winter vomiting bug, hits Zamboanga City. The local government of Zamboanga has already implemented contingency measure to address the outbreak.

Meanwhile, the Department of Health also advised the public to observe strict hygiene to break the spread of virus. To protect oneself against the virus, DOH reiterated the importance of proper hand washing especially after going to the toilet.

DOH has already poured in P5 million in monetary aid to the government hospitals in the city to help patients defray costs of hospitalization and other medical expenses due to the virus.

Norovirus, is a highly contagious virus that causes viral gastroenteritis in humans. It is transmitted through contaminated food or water or by touching contaminated surfaces. Main symptoms include stomach pain, nausea and diarrhea.

Globally, the virus affects 267 million people and causes 200,000 deaths annually.

RA 10767: Comprehensive Tuberculosis Elimination Plan Act

The Republic Act No. 10767 or also known as the Comprehensive Tuberculosis Elimination Plan Act was approved and signed by Hon. Pres. Benigno Aquino III on April 26, 2016. It is Senate Bill No. 2653 which was approved by the Senate on January 18, 2016 was adopted by the House of Representatives as an amendment to House Bill No. 5042 on January 19, 2016.

[REPUBLIC ACT NO. 10767]

AN ACT ESTABLISHING A COMPREHENSIVE PHILIPPINE PLAN OF ACTION TO ELIMINATE TUBERCULOSIS AS A PUBLIC HEALTH PROBLEM AND APPROPRIATING FUND THEREFOR

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Title – This Act shall be known as the “Comprehensive Tuberculosis Elimination Plan Act”.

SEC. 2. Declaration of Policy. The State is mandated to adopt an integrated and comprehensive approach to health development. Towards this end, the State shall support and expand efforts to eliminate tuberculosis as a public health problem by increasing investments for its prevention, treatment and control, and adopting a multisectoral approach in responding to the disease.

SEC. 3. Definition of Terms. As used in this Act:

(a) Comprehensive Philippine Plan of Action to Eliminate Tuberculosis refers to the program of the national government for the elimination of tuberculosis in the country; and

(b) Tuberculosis or TB refers to an infectious but curable disease caused by bacteria calledMycobacterium tuberculosis. It is transmitted from a TB patient to another through coughing, sneezing and spitting and while the bacterium usually affects the lungs, it may also affect the bone and other organs like the kidney and the liver.

SEC. 4. Comprehensive Philippine Plan of Action to Eliminate Tuberculosis. The Secretary of the Department of Health (DOH) shall establish a Comprehensive Philippine Plan of Action to Eliminate Tuberculosis in consultation with appropriate public and private entities. The Philippine Plan of Action shall consist of the following:

(a) The country’s targets and strategies in addressing the disease;

(b) The prevention, diagnosis, treatment, care and support, and other components of the country’s response;

(c) The development and application of appropriate technologies to diagnose and treat the disease;

(d) The strengthening of linkages with local and international organizations for possible partnership in education, advocacy, research and funding assistance;

(e) The establishment of a review and monitoring system to gather data and monitor the progress made in the elimination of tuberculosis; and

(f) The immediate mobilization of anti-TB services during and after natural and man-made disasters through collaborative efforts of national and local governments and other entities.

SEC. 5. Strengthening of the National and Regional Coordinating Committees. The National Coordinating Committee (NCC) and the Regional Coordinating Committee (RCC) of the DOH shall serve as the National TB Control Program’s (NTP’s) arm in strengthening and supporting nationwide capacity for program operations and bridging collaborative efforts between the public and private sector.

The Secretary of Health shall continue to improve the capability of the existing NCC and RCC in ensuring efficiency in the implementation, monitoring and evaluation of the Philippine Plan of Action and in the coordination of efforts of various sectors.

SEC. 6. Research, Demonstration Projects, Education and Training. The Secretary of Health shall, directly or through grants to public or nonprofit private entities, perform the following activities:

(a) Conduct basic and clinical research based on the health agenda to be developed by partners in the academe, health professional groups and other local health partners with possible support from foreign organizations;

(b) Develop demonstration projects to generate evidence for responsive policies and to develop regional capabilities for the prevention, detection, control, and elimination of tuberculosis;

(c) Conduct nationwide public information campaign and education programs;

(d) Undertake education, training and clinical skills improvement activities for health care providers;

(e) Provide support for model centers to sustain their initiatives under subparagraphs (b), (c) and (d); and

(f) Collaborate with local and foreign organizations for partnership in various activities and in providing technical and funding support.

SEC. 7. Strengthening of the Regional Centers for Health Development in the Provision of Health Services to Eliminate TB. The Secretary of Health shall strengthen the Regional Centers for Health Development in the provision of health services to eliminate TB by undertaking the following activities:

(a) Provide free laboratory services through the DOH retained hospitals;

(b) Provide reliable supply of drugs to patients for free by ensuring that local health centers, through coordination with local government units (LGUs) concerned, have sufficient supply of medicines for the communities they serve;

(c) Undertake public information and education programs to train the public on basic ways and means to prevent the spread of tuberculosis;

(d) Train and enhance the capability of health providers in both public and private hospitals;

(e) Ensure the proper monitoring of tuberculosis cases in the country; and

(f) Ensure that monitoring services are extended as far as practicable, at the lowest local level health unit.

SEC. 8. Education Programs. The Secretary of Health, in coordination with the Commission on Higher Education (CHED), shall encourage the faculty of schools of medicine, nursing or medical technology and allied health institutions, to intensify information and education programs, including the development of curricula, to significantly increase the opportunities for students and for practicing providers to learn the principles and practices of preventing, detecting, managing, and controlling tuberculosis.

SEC. 9. Inclusion in Basic Education. The Secretary of Health, in coordination with the Secretary of the Department of Education (DepED), shall work for the inclusion of modules on the principles and practices of preventing, detecting, managing and controlling tuberculosis in the health curriculum of every public and private elementary and high school.

SEC. 10. Media Campaign. The Secretary of Health, in coordination with the Philippine Information Agency (PIA), shall encourage local media outlets to launch a media campaign on tuberculosis control, treatment and management, using all forms of multimedia and other electronic means of communication.

The media campaign shall include materials that would discourage the general public from spitting in public places and exhibiting unhygienic behavior that tend to undermine the overall effort of preventing the spread of the disease.

SEC. 11. Regulation on Sale and Use of TB Drugs. The Food and Drug Administration (FDA) shall strengthen its implementation of the “No prescription, No anti-TB drugs” to regulate the sale and use of anti-TB drugs in the market. It shall also ensure the quality of TB drugs distributed in the market.

SEC. 12. Notification on TB Cases. All public and private health centers, hospitals and facilities shall observe the national protocol on TB management arid shall notify the DOH of all TB cases as prescribed under the Manual of Procedures of the National TB Program and the Philippine Plan of Action on Tuberculosis Control.

SEC. 13. PhilHealth TB Package. The Philippine Health Insurance Corporation, otherwise known as the PhilHealth, shall, as far as practicable, expand its benefit package for TB patients to include new, relapse and return-after-default cases, and extension of treatment.

The PhilHealth shall enhance its present outpatient Directly Observed Treatment Short Course (DOTS) package to make it more responsive to patients’ needs. It shall likewise increase the number of accredited DOTS facilities to widen target beneficiaries who may avail of reimbursements.

SEC. 14. Report. The Secretary of Health shall submit an annual report to the Committees on Health of the Senate and the House of Representatives on the activities carried out to comply with the provisions of this Act.

SEC. 15. Appropriations. The amount necessary to implement the provisions of this Act shall be charged against the appropriations of the DOH, the DepED, the CHED and the PIA under the General Appropriations Act.

SEC. 16. Implementing Rules and Regulations. The DOH, in consultation with the DepED, the CHED, the PIA, the LGUs, nongovernment organizations and other concerned entities, shall issue the rules and regulations implementing the provisions of this Act within ninety (90) days from its effectivity.

SEC. 17. Separability Clause. If any provision or part hereof is held invalid or declared unconstitutional, the other provisions which are not affected thereby shall continue to be in full force and effect.

SEC. 18. Repealing Clause. Any law, presidential decree or issuance, executive order, letter of instruction, administrative order, rule or regulation contrary to or inconsistent with the provisions of this Act is hereby repealed, modified or amended accordingly.

SEC. 19. Effectivity. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
